Chapel West is a Special Services District, a business improvement district formed in 1986 and funded by the property owners along Chapel Street between York Street and Sherman Avenue. The office at 1205 Chapel Street is where that work is run from: street cleaning and safety, the banners and plantings, the events, and the directory you are reading now.
There are no set hours, so call or email rather than dropping in. If you own or run a business in the district and something on your page is wrong, the office is the place to say so.
